Annual report Fedasil 2011: reception of asylum seekers

The annual report describes how Fedasil in 2011 was faced with the saturation of the reception structures. The annual report provides an overview of developments in terms of arrivals, capacity and complement.

About this report:

The reception capacity in 2011 maximized at 24,000 available reception places, including 2500 places in emergency facilities. Nevertheless, 2011 was again marked by a reception crisis due to the high influx of asylum seekers and the relatively low number of departures.

In addition, the organization and functioning of Fedasil is described. In 2011, the total expenditure of Fedasil was 413 million euro.  The majority (288.5 million euro) grants were attributed to third parties (mainly Red Cross centers and CPAS) for  funding  the reception of asylum and return programs.

In 2011, 32,574 new asylum seekers presented at the dispatching service of Fedasil. In December 2011 a total of 23,148 asylum seekers were staying  in reception centers, which is a capacity utilitsation of 96.3%. The majority of the people staying in a reception centre (74%) are persons in an ongoing asylum procedure (DVZ, CGRS or ALC) and about 64% are a member of a family.

Fedasil is hopeful for the future. During 2012, there are numerous measures announced  that aim to decrease the inflow and an increase in the outflow. Despite the difficult budgetary context, additional funds were made available for asylum and reception.
