Secretary of State Maggie De Block presents her policy papers on asylum, migration and reception

The policy papers on asylum, migration and reception were presented by secretary of state Maggie De Block in the House of Representatives last Tuesday. The main achievements regarding asylum, migration and reception for the year 2012 are listed, as well as the challenges for the coming year.

The vision of the asylum and migration policy is :

  • A human policy which provides international protection to those in need of this protection
  • A proper policy countering fraud and abuse of process
  • A coherent policy integrating the various processes of asylum, migration and reception.

The key elements of the policy papers are the following:

Asylum:

  • An efficient asylum procedure and a decrease of asylum applications for the first time in 2012 (since 2008).
  • The audit's first findings regarding the improvement of the coordination of the asylum procedure.
  • The introduction and implementation of a safe country of origin list in 2012.
  • An increase of multiple asylum applications in 2011 and 2012 and the initiatives to counter it.
  • Prevention campaigns in the Balkans, Cameroon, Morocco, Guinea, Armenia and Russia.
  • The European asylum policy and the participation in resettlement programs of refugees in 2013.

Migration:

  • A state of play regarding the transpositon of the Blue Card Directive and the Single Permit Directive.
  • A short examination of the modifications brought to the law on family reunification.
  • An overview of the actions undertaken to counter fraud and abuse of process.
  • A fast and efficient processing of applications for residence permits on humanitarian grounds and applying medical filters to applications for  residence permits on medical grounds (9ter).
  • Actions against human trafficking and protection of unaccompanied minors.
  • Efforts to stimulate returns, especially voluntary returns and a state of play regarding the readmission agreements.

Reception

  • Put an end to the reception crisis.
  • Adoption of structural measures to manage incoming and outgoing flows.
  • The progressive decrease of emergency places.
  • The optimization of the reception network's management and the appointment of the new  Fedasil  director.
  • Actions to ensure quality support for asylum seekers during their procedure.
  • Measures to improve assistance in case of return and exit at the end of the asylum procedure.
